OK, let's say you are right. There is a legitimate agency tasked with this oversight and who's work it is to reduce waste in our government.

Obama theoretically had 60 senators from Sept 24th, 2009 to February 3rd, 2010.

However, that included 2 independents, and Byrd, who could rarely vote due to illness. And there were 5 or 6 blue dogs who weren't reliable Democratic votes. (All those blue dogs lost their senate seats in the 2010 election.)

Senate was in session only about a third of that time, due to the holiday season. And things in the senate move slowly at the best of time.

So no, there's no way Obama could have passed any major changes.
