The rule of law only works if people choose to obey the law, when leaders in government choose not to obey the law, and encourage others to break the law, a lawless society is not far off.
We are talking about human behavior and the inclination of humans to be lawless and corrupt. We have several thousand years of examples. The Federal government does everything it can to take power from the states. State government does everything it can to take power from local communities, and so on and so forth.
