No. The water treatment upgrade was not part of the contract to paint and waterproof the basin.
Federal contracting records show the two systems were handled under separate agreements:
Painting Contract: A $14.2 million contract was awarded to Virginia-based Atlantic Industrial Coatings to waterproof the basin and paint it "American Flag Blue"
Water Treatment Contract: A separate $1.7 million contract was awarded to Green Water Solutions for the installation of the state-of-the-art ozone nanobubbler filtration system intended to keep algae out of the water.
