That’s right just days after the opening of the newly painted reflecting pool officials have maintenance crews vacuuming the growing algae off the top of the pool. Turns out that the darker paint creates an even better environment for algae.

The multimillion-dollar overhaul was funded through the American Recovery and Reinvestment Act to address severe structural issues.
Key details of the Obama-era spending include:

Timber Pilings: Crews drove over 2,100 fifty-foot timber pilings into the ground to permanently stop the pool from sinking into the Potomac River basin.

Replaced Basin: The deteriorating asphalt and tile bottom were completely torn out and replaced with a reinforced concrete basin and modern waterproofing.

Circulation & Filtration: The water supply was switched from city drinking water to the nearby, fresh-water Tidal Basin, and a new ozone-based filtration system was installed

All Trump did was paint.
 
Your pool is a fraction of the size of the reflecting pool on the white house grounds. Your pool does not attract geese and ducks. Plus your pool still needs cleaning and chemical treatment.

So Trump ignored all that, and instead did a rush paint job for 10 times the original estimate. And didn't address the underlying problems.

Kinda like painting a rusty car.

Nothing in there about working on the plumbing.

But they did address the algae after it came back, using skimmers.

You can't discount it as a possibility.
 
A new water purification system isn't 'working on plumbing'? I don't think it installs on its own into the existing plumbing.
That system was put in by the Department of the Interior, not the contractors for painting (and waterproofing) the pool.

The US Department of the Interior has claimed in recent days that the installation of a water treatment system which a spokesperson described as “nanobubbler technology” would help address the algae issue.

“The nanobubbler technology has successfully destroyed the algae bloom that has plagued every pool reopening since 1922,” a spokesperson told the Guardian on Tuesday.

It became part of it AFTER the contractor was done.
