When a U.S. Border Patrol agent was murdered with one of the guns the U.S. government had let "walk" across the border to the Mexican drug cartels, govt agent David Voth said the same thing:
"If you are going to make an omelet, you need to scramble some eggs."

It is unclear whether Voth was referring to the one murdered Border Patrol agent, or to the hundreds (possibly thousands) of Mexican civilians killed by those guns.

But it appears that the language doesn't change much from one dictator to the next.
