No American President has the right to use "government agencies for his own partisan political advantages or to neuter his enemies". Using government agencies for either purpose is strictly forbidden, and illegal.

The purpose of government is to ensure the education, infrastructure, legal system and economy to protect private property, provide fiscally sound and politically stable governance, and give both the American people and American businesses the tools they need to ensure best possible chance at success in the global economy.

None of this is partisan, and none of it involves "political enemies".

Most importantly, it adheres to a mythological history of the nation that they seek to return to. Their grievance is that the national strength has been sapped by elements in the country that need to be eliminated and external forces that need to be dominated.

It abhors weakness. They speak only in terms of demonstrating strength. The military is venerated because it is a sign of strength. They abhor liberal democracy because it is a sign of weakness.

Fascism destroys the concept of truth. Truth cannot come from outside voices. It can only come from the leaders. Outside voices seek to destroy the strength of the nation. The leaders are exalted above all others. Only the leaders can return us to strength that was taken.

Fascism does not have a specific policy. The state policy flows from whatever the leaders need to return their state to their idea of strength. It is typically isolationist or resists international markets and free trade. Private interests are fine, as long as they serve the nation above all else.

Fascism is many things. It’s hard to pin down.

But it’s definitely a path Trump has taken at least a few steps towards.
