I believe the law is that Mexican truck drivers are only allowed to come a maximum of 25 miles into the USA and must have valid DOT and FCMSA numbers. I don't know whether command of the English language is required to get those numbers but it definitely should be. Otherwise I don't have a problem with that as Mexican importers do need to bring their product into the USA and get it to a market or terminal for transport elsewhere.

Absolutely nobody without a reasonable ability to read, speak and understand the English language should be issued a driver's license of any kind anywhere in the USA or allowed to drive in the USA. That includes those on temporary visas and new immigrants who will be here permanently. No one without documentation should be able to get a drivers license even if he/she can read and speak English.
