lol a 'southern Democrat' pushed the Civil Rights' and Voting Rights Acts through Congress and the Senate and signed both into law, and had to twist the necks of northeastern liberals in his own Party and bully GOP pols to get it passed. He had to exempt all but 7 states to get the Voting Rights acts passed; states like California and New York didn't want to give up their literacy tests and other restrictions, and refused to vote for it until they were exempted. Harlem in Manhattan had about the same percentages of blacks voting as did Mississippi at the time. I was Richard Nixon who got the legislation made permanent and applicable to all 50 states.
