This case involves shooting a film on government forest land.......and reaffirms the fact that the government cannot charge a fee, or tax on the exercise of a Right...

This applies to the 2nd Amendment as well as the 1st....

(b). This regime is difficult to square with the longstanding rule that the government may not "impose a charge for the enjoyment of a right granted by the federal constitution," including the First Amendment right to free expression. Murdock v. Com. of Pennsylvania, 319 U.S. 105, 113 (1943).
