I was listening to an ex-CIA officer talk the other day and it opened my eyes. You see, the government is supposed to be three branches of government, the Executive, the Legislative and the Judicial, with a limited set of administrative workers under them to carry out the machinations of government.
But then, the Administrative body under them kept growing, hiring and adding people, then applying laws they wrote for themselves that you can't touch or fire them, finally becoming unanswerable to anyone but themselves!
No one elects them, and they are not controlled nor answerable to anyone but themselves now. So the first task of Trump will be to crack that nut and change the laws so that about 10,000 of the top people within it running things can be fired and replaced with people answerable to the three elected bodies above determined by the people. Originally, the administrative body was supposed to just be this neutral, apolitical body of workers, but now, it has morphed into a FORTH branch of government, very political, unelected, answers to no one but themselves and isolated. Worse, apparently foreign adversaries like China and other hostile actors in the world have infiltrated the administrative deep state, and this will be at the heart of Trump's biggest battle to overcome--- to both SHRINK the administrative body back to what it was supposed to be, get the foreign influence out of it, AND to make it answerable to the people again.
Already, the administrative body much like some blue states is hard at work rewriting laws for itself trying to insulate itself from any tamperings from Trump. Stay tuned.
