In cases where they honor other license (marriage and drivers ) , the states basically have the same standards to issue those license .

A member of the National Rifle Association (NRA) with Russian ties reportedly invited Donald Trump to the Kremlin by request of President Vladimir Putin last year in a bid to set up a meeting between the candidate and Russian leader before the election.

The email containing the proposal — sent from the NRA operative to the campaign — was described to The New York Times after being handed over to Congressional investigators as part of their investigation into the Trump campaign’s collusion with Russia during the 2016 election.

In a May 2016 email with the subject “Kremlin Connection,” NRA member Paul Erickson asked campaign advisor Rick Dearborn to seek then-Senator Jeff Sessions’ guidance on how to set up a meeting between Trump and Putin. He said Russia would try to make the first move at the pro-gun group’s annual convention where Trump was set to accept its endorsement, reports The New York Times.

“Putin is deadly serious about building a good relationship with Mr. Trump,” Erickson wrote. “He wants to extend an invitation to Mr. Trump to visit him in the Kremlin before the election. Let’s talk through what has transpired and Senator Sessions’s advice on how to proceed.”

My understanding is that they are offering a trade off of bump stock ban and further background checks for a nation wide CCA

bump stocks ban won't do crud for a decade, they have already waited too long and everyone has stocked up and bought out the store on them...unless the law requires those grandfathered turning them in.....the law won't help in a while,

and my guess is the further background checks probably involves the Military making certain they are sending the info on their military offenders properly to the FBI so when background checks are done they are accurate, or maybe back ground checks strengthen on semi automatics which were banned at one time until the republicans let the ban expire....so that is still looser now than it was under Clinton even if background checks are increased.... or maybe, it is finally doing something on the mentally ill owning guns, but doubt it.....

I haven't read the bill and let's just say I am cynical that anything of real importance is done!

The difference in open carry and concealed carry has a different impact on criminals.

In a simplistic example, imagine a criminal attempting to rob a convenience store. If open carry is allowed only, the criminal will just wait until the gun holder leaves the premises. With concealed carry, the criminal has no idea who might be carrying and is constantly faced with that unknown to his plans.
