You’re a simpleton. Try to follow along this time. Soldiers (including generals) follow the chain of command and obey orders.

And, unless the orders constitute a violation of law or the Constitution, That’s the end of the analysis.

But any serviceman or woman of any rank cannot lawfully decide — unilaterally — that compliance with an order does violate the law or the Constitution under ordinary circumstances. Doing so could swiftly see them getting court martialed.

In the case of calling up the guard to handle the policing of DC, it is plainly lawful and doesn’t violate the Constitution.
