A "town hall" is a place. The building housing the offices of a small municipality (a town).

To call a public forum a "town hall" is bullshit.

More appropriate is "town meeting". A town meeting is, in hundreds of New England communities, the annual (sometime special event) where budgets are proposed/modified/accepted or rejected. Where "laws" can be enacted and elected officials deliver reports in person - where they can be questioned and held accountable.

Once upon a town meeting would be held in the town hall but, these days, most of the former auditorium space has been usurped to house bureaucrat offices and the town meeting is held in a school gym, or if there is none large enough, in a rented ballroom - perhaps in an adjacent community if there is none in the town holding the meeting.

A lot of really good congress-critters used to come out of New England because they had learned and honed their public speaking skills in town meetings where fools were not suffered gladly.

Anyone who fails to return as agreed will be declared a fugitive and bounty hunters will be paid, from that bond fund, to track the assholes down and take them to deportations centers where they will be sent home with only the clothes on their backs. Any assets they may have will be seized and sold to pay for their handling and return trip. The same should happen to anyone sneaking in at a port or across any border. Political Correctness can mean just about anything you choose it to mean. I say political correctness is avoiding language that you know will hurt peoples feelings and will likely invoke an unfriendly response.
