Your link (here) was only the non-profits. Says so right at the top of the page. Not sure why you thought that was a more reliable source for the total number of so-called day care centers.

I don't vouch for the guy's data, but he seems to be analyzing a database of day care centers. Yes, he includes some old data, and his numbers appear to overestimate a bit.

But read more carefully. You have to add the numbers 2300+1627.

No you can't, these are not concurrent licenses, and same sites have multiple licenses as clearly seen in the limited list in your link, this is without even going into who owns them.
