This is the Constitution of the United Republic.

Article One, The rights of the Government.

1. The Elected Parliamentary Government has the legal right under the Constitution of the United Republic to legislate on the issues of :

*Monetary, Taxation and Treasury policy.
*Economic, Banking, Financial, Lending, Stocks and Bonds, Real Estate, Insurance and Trade policy.
*Business policy.
*Employment policy.
*Industrial, Energy and Utility policy.
*Technology policy.
*Communication policy.
*Environmental, Wildlife and Land management policy.
*Education policy.
*Healthcare and Medication policy.

*Alcohol, Tobacco, Marijuana, Drugs, Medication, Food, Beverage, Agriculture, Motor Vehicle, Public Road and Transportation and Logistics, and Firearm policy.

*Aeronautics, Aerospace, Maritime, Defense, Security, Law Enforcement, Public safety, Immigration and Visitation, and Justice policy.

*Foreign Policy.
*Electoral and Democratic policy.
*Civil rights and Liberties policy.
*Crime, Violence, Bullying, Hate, Threats, Offensive, Slanderous and Libelous behavior and Cult and Gang policy.
*Family Law and Child policy.


Article Two : The Structure of the federal Government.

1. The Elected Government shall be divided into three separate and equal branches.

The Executive Branch, comprised of the President, Vice, President and Cabinet whose job it is to set foreign policy, set a national budget, issue executive orders if and when necessary, to lead the political party of the President, and to sign or veto a bill of law passed by both houses of Parliament.

The Parliament, divided into two separate but equally important functions, the House of Commons whose job it is to represent the welfare and best interests of (but not necessarily the will of) the people.

And the Senate whose job it is to represent the welfare and best interests of (but not necessarily the will of)
the Islands and districts of which the senators represent.

The Independent Judiciary branch, comprised of Three divisions with separate but equally important functions.

The Divisions are the following.

The High Court, whose job it is to Interpret the constitution, Fix or Repair injustices and to protect the people from Injustice and Inequalities.

The Superior Court which is divided into Four Divisions.
*Criminal Court, whose job it is to preside over the trials of those people who stand accused of criminal activities.
*The Civil Court, whose job it is to preside over the trials of those people who stand accused of Civil Torts.
*The Juvenile Justice Court, whose job it is to preside over the trials of Minors under age 21 who stand accused of criminal activities, and Minors under age 18 who stand accused of Juvenile delinquency and/or crimes.
*The Land Lord / Tenant and Employer / Employee Court, whose job it is to preside over matters relating to Land Lord tenant practices, and Employer / Employee relationships.

The Minor Court, divided into two Divisions.

*Traffic Court, whose job it is to preside over minor offenses relating to traffic law.
*The Preliminary Court, whose job it is to hear a plea from criminal defendants, and to decide whether enough evidence exists for a criminal matter to be heard in Superior Court Criminal Division and to preside over the trials of those criminals accused of lower crimes than Felonies.


Article Three : Charter for Military Action.

Permission for the President to engage in Foreign Military Unilateral and Offensive action can only be granted by means of a Declaration of War.

Such Declaration shall only be issued by the following Seven stages all to be completed within a maximum limit of 90 days time :

First Stage - 90 % of Both Houses of Parliament to sign a Declaration of War.
Second Stage - A POPULAR vote from the people in a Democratic and open election, majority vote wins, but must have 65 percent of the vote in order to win, and the votes must be on paper ballot only.

Third Stage - The 5 star General of the Army, Marine Corps, and Air Force, and the Admiral of the Navy weighs the risks, and determines that the Benefits outweigh the Risks.
AND this determination is Independently agreed upon by Two sources
*The United Republic Secret Service Intelligence Agency.
*The Professors of the United Republic Federal Military University.

Fourth Stage - The President's Cabinet determines whether or not war is necessary.
Fifth Stage - The High Court determines whether or not war is Justified and determines that it is.

Sixth Stage - The Comptroller AND Secretary of the Bank of the United Republic determines whether or not war is financially affordable and whether or not there is a viable plan to fund the war with tax revenue, and determines that there is, and determines how much the economy would or could be affected by funding warfare.
Based on the recommendations of the Comptroller's Cabinet of 100 Economists, and 500 Certified Public Accountants.
Seventh Stage - The President and Vice President accepts the Declaration of War.

The President can however, join an existing war, if the Parliament determines that the President is assisting a NATO ally, a G8 or G20 or a Commonwealth of Nations ally and/or engaging in Humanitarian missions.



Article Four : The Civil Rights and Liberties Charter.

1. The Civil Rights and Liberties Charter applies to all persons who are Citizens of the United Republic, on an equal basis without regard to the following :

*Race, Ethnicity, National Origin, and Tribal Origin.
*Physical traits and outward appearance in relation to Race, Ethnicity, National Origin and Tribal Origin.
*Native and/or Acquired Languages and/or Accent and Voice.
*Religion, Creed, Culture, Lifestyle and Belief System.
*Genetic Sex, Chosen Sex, Sexual Orientation, Sexual Identity and Gender Identity / Culture.
*Age and/or Disability, and Physical and outward appearance and voice relating to Age and Disability.
*Socioeconomic Class and Status, Employment type, Job Title and Duties, and Employment Status, Income and Wages earned, or reliance on Government funds.
*Military Veteran Status.
*Personal Associations.
*Personal Background and Habits.
*Marital Status.

2.Under the Civil Rights and Liberties Charter, ABSOLUTELY NOTHING may be outlawed and deemed by the Government as being a Crime, Tort, Minor Offense or Traffic Offense unless the following criteria is met.

*The proposed outlawed BEHAVIOR, SPEECH, PRESS or ITEM would NOT interfere with a person's ability to live their lives any way they choose, in a manner which is NOT offensive TO THE PUBLIC based on Characteristics outlined in Section ONE of the Civil Rights and Liberties Charter.

*The Proposed outlawed BEHAVIOR, SPEECH, PRESS or ITEM is NOT an NON-HUMAN Animal, which if outlawed as a pet would pose a limitation on a person's chosen lifestyle.

*The proposed Outlawed BEHAVIOR, SPEECH, PRESS or ITEM is offensive to persons based upon the characteristics outlined in Segment ONE of the Civil Rights and Liberties Charter protecting Citizens of the United Republic against inequalities.

*The GOVERNMENT is NOT the only victim of the proposed BEHAVIOR, SPEECH, PRESS, OR ITEMS to be outlawed.

*The proposed Outlawed BEHAVIOR, SPEECH, PRESS or ITEM poses a significant threat to Public Safety and Security, to Public Health, and to an Individual's Physical and Mental health and stability.

*The proposed outlawed BEHAVIOR, SPEECH, PRESS or ITEM poses a significant threat to Public Health, Safety and Security.

*The proposed outlawed BEHAVIOR, SPEECH, PRESS or ITEM significantly reduces a person's Individual ability to function in a safe, courteous and orderly manner that doesn't disrupt the public.

*An Individual's opinion based upon Creed, Religion, Culture, Lifestyle, Belief system, Socioeconomic status and Income, Level of Education, Employment type and Duties, is NOT the ONLY source as to why a BEHAVIOR, SPEECH, PRESS, or ITEM should be outlawed.

*The proposed outlawed BEHAVIOR, SPEECH, PRESS or ITEM does not place undue strain on a person's ability to NON-VIOLENTLY practice their religion in a manner which also doesn't pose a threat to PUBLIC health and safety, and/or an INDIVIDUAL'S health and safety.


3. Within the Boundaries and Limitations set by the Laws against Crime, Violence, Hate, Threatening, Slanderous, Libelous and Blatantly offensive behavior, and Cults, The following Civil Rights and Liberties shall, under the Civil Rights and Liberties charter be granted to all citizens of the United Republic on an equal basis.

*The Freedom of Speech
*The Freedom of the Press
*The Freedom of Religion
*The Freedom of Association
*The Freedom of Economic and political activity
*The Right to own property.
*The Freedom of Assembly
*The Right to Petition the Government for a redress of Grievances.
*The Right to a NON-LETHAL Self Defense.


4.
In the case of a Police stop, Arrest, Police Interrogation, Investigation and Trial, the Accused shall be granted the following Civil Rights and Liberties :

*The right to Humane and Civil treatment.
*The right to friendly and courteous respect by the police.
*The right to not be the subject of the Use of Force unless the use of force is warranted, and video and audio recorded.
*The right to have the police video and audio recorded at ALL TIMES for quality assurance purposes.
*The right to Video and Audio record, and Photograph the Police at ANY TIME.
*The right to know the Police officer's name and badge number and to write down the police officer's name and badge number.

*The right to Non-Governmental Representation during police questioning, interrogation, Investigations and Trial, and the right to be granted government financial assistance for CHOOSING private legal representation with a $500,000 limit and the right to a ONE TIME replacement of the legal representation with a $500,000 limit.
Thus, it prevents the conflict of interest that occurs when defense attorneys are employed by the Government to represent defendants in court against a prosecutor and judge also employed by the same Government.

*The right to not be tried more than ONE TIME for the same offense.
*The right to not be compelled to be a witness against one's own self.
*The right to a trial by a jury of one's own Socioeconomic, Racial, Ethnic, Political Ideological, Generational and Religious peers.

*The right to a trial in a NEUTRAL LOCATION in which the crime did NOT take place but IS of the same type of (urban, suburban, rural, or coastal) and Socioeconomic demographics, and shares the same general political demographics as the environment in which the crime DID take place.

*The right to be made aware of the charges, and the seriousness of the charges and the penalties the accused faces upon conviction.

*The right to Humane and Respectful and safe treatment while in custody and the right to receive any and all services, healthcare, and medications necessary while in custody.

*The right to refuse to answer police questioning and to request immediate representation during police questioning with a limit of $5,000 cash from the police until the court can appropriate the funding for permanent representation.

5.The right of the convicted to Not face death as a penalty for a crime.
The right of those convicted of crimes lower than Class A Felony, to face ONLY fines, Probation, and
Non-Prison based residential programs, such as state boot camp, education and work program, drug and alcohol rehabilitation, and secure and residential mental health facilities shall be granted to all citizens of the United Republic on an equal basis.

The right of the convicted to not face excessive fines and torture and cruelty shall also be granted on an equal basis to all citizens of the United Republic.

6.No Person in the United Republic shall be subjected to warrantless searches and seizures, spying and investigations and audits.

7.All persons in the United Republic are to be granted the right to Public Primary, Secondary and Adult Education, Public Healthcare, Public Transportation, Public Libraries, Public Childcare services.
And if qualified for, the right to Public Housing, Public Sheltered FULL TIME Non-Union and Unskilled Employment with payment NOT exceeding the Minimum wage from the lowest of General Employment and which offers Workplace and Social skills training and Education, and Free utilities such as Water, Electricity, Gas, Automotive fuel and repair subsidies, and Telephone and Internet access.

8. The right to file for a civil lawsuit against persons who commit a Civil Tort, shall be granted to Citizens of the United Republic.

9.The Right of all citizens of the United Republic over age 21, who have not been convicted of a crime nor deemed incompetent, to vote on an equal basis shall be granted.

Article Five : The Charter for Children's Rights.

1.
The Charter for Children's Rights applies to all persons who are Citizens of the United Republic WHO ARE UNDER AGE 21, on an equal basis without regard to the following (of either the children, and or the children's parents and/or caregivers) :

*Race, Ethnicity, National Origin, and Tribal Origin.
*Physical traits and outward appearance in relation to Race, Ethnicity, National Origin and Tribal Origin.
*Native and/or Acquired Languages and/or Accent and Voice.
*Religion, Creed, Culture, Lifestyle and Belief System.
*Genetic Sex, Chosen Sex, Sexual Orientation, Sexual Identity and Gender Identity / Culture.
*Age and/or Disability, and Physical and outward appearance and voice relating to Age and Disability.
*Socioeconomic Class and Status, Employment type, Job Title and Duties, and Employment Status, Income and Wages earned, or reliance on Government funds.
*Military Veteran Status.
*Personal Associations.
*Personal Background and Habits.
*Marital Status.

2. All Children in the United Republic who are citizens have the following rights :

*The Right to a Free, Appropriate, Individualized Residential public education.
*The Right to Healthcare
*The Right to Juvenile Justice, and face only Juvenile Penalties.
*The Right to a Clean, Sanitary, and Functional household.
*The Right to Safely prepared,Tasteful, and Nutritional meals providing at least 2,500 calories per day and 200 % of their daily nutritional needs.
*The Right to Equal and Fair treatment
*The Right to Clothing of the Child's Gender.
*The Right to not be a Cult member, and/or a member of an establishment of religion.
