In the OP it was suggested that any civil war coming would be low-grade and centralized on certain targets.

If the whole country were to get involved with a civil war, then there wouldn't be much to worry about because a great majority of the people would be killed in random violence or starve to death within the first 90 days.

To what degree that would actually destroy the country is questionable, and it might just get rid of a lot of dead weight, at the cost of the innocent and their needless suffering.
