It's a Plandemic.

In my opinion its some form of congressional rules maneuvering where they took one of the "pass this to make a point but it has no chance in the Senate" proposed laws they promised to do when they won the house and use it to speed up the process of getting COVID relief in place.

Another option could be they kept a lot of the base "goodies" they knew they couldn't get pass the Senate in the stand alone original bill, and just added the COVID stuff via adendum, hoping to sneak it past the Republican Senate.

I think option B is the right one.

I think this is why people found all those progressive goodies buried in the law as it went to Senate, they just took a post election wishlist bill and threw the relief stuff onto it.
