Texas didn't ask for their help, snowflake. In fact, I heard Texans on the radio saying "we don't need FEMA, we don't want FEMA".

Texas isn't a progressive shit-hole like New Orleans. They prepare. They are self-sufficient.

And not for nothing genius - but flood insurance is only available through the federal government. It's the law. You need to stop illustrating your ignorance publicly.

So long as a state constitution doesn't prevent it, a state, county, or city could make protecting citizens from a natural disaster a "function" of that level of government.
