We all know Trump wants to change things, but we have the courts that will force the US Constitution on Trump
Is it a payoff? People are asking. Fact is Trump's deal, proposed purchase looks, smells and seems like a payoff.
We have the MAGA-faithful asking things like "Did Democratic Lawmakers Hinder Federal Investigation Into Biden Admin's $400 Billion Green Energy Loans?" How about a $400 Million Dollar Payoff vs Biden's thing was part of an energy policy not meant for one uber wealthy top political campaign donor. Trump's deal, proposed purchase looks, smells and seems like a payoff. We will probably not see any real investigation until after the midterms.

You miss this:The House and Senate create their own budget resolutions, which must be negotiated and merged. Both houses must pass a single version of each funding bill. Congress sends the approved funding bills to the president to sign or veto.
