Most people haven't a clue what "International law" is - they obey their local and national laws and are responsible for knowing them. International law applies to governments more than individual citizens. If their government says they have a right to squat in occupied territories that is legitimate in their view. It's the governments responsibility to insure compliance with international law and if governments flout it - it's them who must be held responsible. That's how I see it.

It's not an "excuse" - it's the way law works.

Personally I think minors should be protected persons regardless.

The Fourth Geneva did not address that scenario.
