But the execution of the law says that local church groups or Boy Scout Troop can’t pull a wagon down the line offering free bottles of water to thirsty voters.

Why should the poll workers only be allowed to put food and drink out for the general public if the stuff is brought for an individual only? This is not Disney World.
And why should the Legislators be able to replace local officials with officials of their choosing if they choose to do so? Why shut down the polls at 5:00 pm when people are first getting off work and won't be able to vote? Everything was working well. Why change it if not for nefarious purposes? Laws should be judged by what they do. This one seems to be aimed directly at those who are already forced to stand in long lines by a system designed to discourage them from voting. The long lines are nearly always just in the black neighborhoods while the preferred voters can do it on their lunch break. Fix that disparity and afterward try to make the case this particular law has some kind of actual utility.
