Laws should be judged by what they do. This one seems to be aimed directly at those who are already forced to stand in long lines by a system designed to discourage them from voting. The long lines are nearly always just in the black neighborhoods while the preferred voters can do it on their lunch break. Fix that disparity and afterward try to make the case this particular law has some kind of actual utility.
