There is another possibility: the official DID see it, knew the wrestler in question was trans, and decided that calling the foul on it wasn't worth the hassles.

The girl did found out after the match the guy was trans but I'm not sure it was reported to the coach that way. My guess is that when the coach reported it to the school and they learned from him or learned later on investigation that the guy was trans, the school panicked and said and did nothing in hopes it would go away. All that did was bite them in the ass.
