No one is bound to get their license from any particular clerk, the license is a State license and can be gotten from any clerk in the State and can be exercised in any county in the State. Has anyone refused to register a completed license or has the State refused to issue a certificate of marriage?

There is nothing in the Constitution about gay marriage. There is about the freedom of religion. By forcing Christians to participate in same sex weddings, the Constitution is being violated. Not taking an action is not forcing someone else to take an action.
