Culture is a set of rules that prescribe a person a certain behavior with inherent experiences and thoughts, thus having a managerial impact on him.
The source of origin of culture is thought to be human activity, cognition and creativity.

Skin pigmentation has little to do with culture. Culture is regional. Southern white culture is unique as is North Eastern culture of white people just as so-called black culture is diverse on the African continent depending on the region you are in. And also here in the U.S.A. Hispanic and black culture is different depending on the region they are located.. New York Hispanics get a big culture shock when they move to Florida and experience the Hispanic culture here.

In parts of China they eat spicy food. It's a thing people do a lot of the time, enough for it to be different from other places, like Beijing or Guangdong etc. So it becomes "culture".

Chinese people have things they do that people don't do nearly as much, so it becomes "culture", something people do that separates them from others.

The fun one in China is the Paocai, or Kimchi in Korea. The Chinese and Koreans attack each other over it, because it's essentially the same thing, the Koreans actually most of their ingredients from China in the first place. Both have this as part of their culture, but they're trying to get the other to stop doing this because they claim it's "their culture" and they're trying to defend it.

You can't really defend culture though, if people stop doing it, it's not culture any more.
