The reason Trump did not sue Booz Allen is because Booz Allen is a donor to his precious ballroom.

Also, suing the IRS, which is a department Trump is the ultimate boss of, allows Trump to be both the plaintiff and the defendant at the same time.

That doesn't absolve the IRS of their responsibility to secure the information. Apparently, as is made abundantly clear by the fact that the contractor went to jail, the IRS did NOT secure the information sufficiently. The responsibility lies ultimately with the IRS.
