Banks were given that money to be loaned out, so they only deal with people who they already know about. Like TB12 and his business, they have a relationship, are aware of his books, he asks for a million and they say "well tommy will pay it back sure here tommy". The tighter you are with the banking system the more likely you are to get PPP loans for that reason

Again the problem si we don't have an agency set up to do this. There is just no infrastructure there to evaluate a businesses books and how much tehy can possibly pay back.

Banks can, so we gave them the money, with incentives to makes sure it's paid back. And that leads to them not handing out money to everyone. Only those who can pay it back. Because when those protections run out, they will come for their money. That is part of the deal with the state.
