The group tries to keep the Syrian airforce away from their crumbling territories with this cages. Not only does the group´s territory shrink, but also was its leader killed by a Syrian air strike months ago and his successor was assassinated by Al-Nusra which is ally and enemy to Jaish al-Islam - depending on the territory they fight on - days ago.
Now, there is ISIS in the region and Jaish al-Islam fighters were granted free passage and aircover by the Syrian government against ISIS. According to unconfirmed reports, ISIS raided a cement factory some 50 km away from Damascus and now holds 250 of the workers as hostages but it is unclear if this is true and if it has something to do with the government´s and the group´s agreement.
