The 850 people who live in Livingston, IL, were very surprised when the Black hawk police helicopter landed in the playground of the small grade school there, and then soon became shocked and worried when the chopper was followed by SWAT teams, Homeland Security vehicles, Border Patrol, and several armored vehicles.

The school was not told about this happening, and the law enforcement would not even explain to people why they were there at all.
Some people were told by the waiting SWAT teams that they were staging there for "something big" expected to happen.
Other people reported that there was a police raid on a house just out of town , and thought the SWAT teams might be there for extra backup if needed.
However, at this point , apparently no one really knows why this happened.

It's good to have SWAT teams available. They are needed for hostage situations and such. That being said the over militarization of police departments and government agencies does seem to be getting out of hand.

Sounds like a training exercise to me. I don't buy into the "ongoing conditioning" paranoia. As a CERT member training is essential if you want to have an effective response to emergency situations.

Could be a training exercise. However, I would think that they should have collaborated with the school and community in advance as to not alarm anyone if it were merely a training exercise.
