The Bush plan for SS, and both sides agreed SS was in big trouble at the time, was to allow Americans on a voluntary basis to invest up to 4% of their SS in alternative investments. 4% is not even remotely close to privatizing SS.

Only a leftist would consider a program that promised to cover 50 million Americans but only covered one third of that at four times the promised cost a raging success to be proud of.
