Actually, Kofi Kingston isn't African-American. He was born in Ghana, so that makes him purely African. The Rock is the first African-American WWE Champion, Kofi Kingston is the first pure African WWE Champion. Either way, both are historic. If you say Rock isn't black; Soul Man

A gimmick that will catch on really well with the fans would be a key to more black champions. Dusty Rhodes was so successful because his gimmick sold well to the fans so the promoter wanted more of him at the top of the card. Ron Simmons had his reputation as an athlete and in-ring skills that made him a top draw and became a black performer who got the heavyweight championship.
