There has been a steady stream of money from both the UN and it's member countries to Hamas as the government of Gaza. DO your own research if you don't believe me. Just google it.

You made the claim, but even if you're correct, it would have made no sense for Hamas to use those funds to create the sort of civilian infrastructure you mentioned since Israel would simply have destroyed that infrastructure just as it destroyed Gaza's airport in 2001 and 2002.
