I think it's a good idea. The word is overused, frightens the gullible and gets in the way of getting to the root of many problems, both domestic and foreign.

I imagine it's for the same reason why the US Defense Department wouldn't release a list of Islamist organizations that it is currently targeting. the labels add greatly to the prestige of the groups and allows them a higher capacity to recruit and strengthen their base. There are also a lot of other assertions that generally accompany labels of terrorism, such as the inability for most people now to be able to understand terrorism outside of any other context besides Al Qaeda, and now: ISIL.
