You get the same affect at normal speed next to a black hole 🕳

An outside observer would have their clocks ticking at a completely different rate

Time does not exist on a photon

OK, then explain to us why light bounces off a polished glass surface or why light bends when going through a medium with a different refractive index to air?

Well, yes and no. It is easy to say it "refracts," but what is that and why? The reason why light mostly reflects off a glassy surface is because of the impedance mismatch between the air and the glass, the reason why light bends going through an alternate medium is because the change in index actually slows the rate of propagation causing it to travel a greater distance--- the higher the energy/frequency of the light the more it interacts with the medium thus causing the blue rays to bend more (which is why the daytime sky is full of scattered blue light) while the red rays bend the least (which is also why your sunset looks mostly red).

Just like the reason why a beam of light bends going around a star is not due to the gravity well of the massive object-- -- -- seen outside the frame of reference, light appears to bend, but in actuality, light always travels in a straight line! Seen from the POV of the light ray, it never changed direction. What happened is that the light ray followed space and it was the space itself around the star that was curved.

That is some of the essence of special relativity which deals with the dilation of time and the relationship it has with space. Capisce?
