“'There's a certain skill, there's a trick, but I think we'll get it done,' he said."

That's the whole point, she gets the Senate Bill passed by promising that the reconciliation bill will fix whatever problems the Democratic "hold outs" in the House have with it. Of course their is no certainty that it will work, if it's even legal or if they will in fact follow through with the attempt but the fact that they are even considering attempting this speaks volumes about what scumbags these people really are.
