The Sotloffs read some western journalists´s books claiming the Syrian government provided "material support" to ISIS during the time Steven Sotloff was murdered by ISIS. Sotloff reported how sarin gas has been transferred from Turkey to "Syrian rebels" and other stuff and was sold to ISIS by them in response.
After the Sotloffs failed to take advantage from their son´s death so far, they now sue the Syrian government, though even their fantastic claim has nothing to do with Steven Sotloff.
