Because there was a real incident on Aug 2nd. The August 4th incident was quite possibly an error based on ghost radar images, but in any case there was no real attack.
There was no plan or conspiracy here, just use of something that was (falsely) reported as a pretext. Similar to the sinking of the Maine, which was most likely an accident and not a Spanish attack, but was used as pretext for war.
In both cases, there was no conspiracy or US acts, but only cover ups of what really happened spun to be attacks so to further political agendas.
Completley different scale of number of people involved and effort of concealment.
