How he got onto the roof doesn't add up. Now that we know the building had federal agents in it getting to the roof from the inside is no longer an option. So he either brought his own ladder..( doubtful) or he used the roof access climb that should normally be locked out.
If it wasn't locked then somebody missed a biggie in their inspection of the site. Or...could be it was left unlocked for him.
