They aren't a manufacturer but an assembler if they are that dependent on foreign goods.

Trump uses tariffs as a weapon. If trading partners don't play fair...he hits them with tariffs. Invariably...they see the error of their ways and change their behavior. Then the tariffs can be eased. It's how the game is played.
