A strict adherence to the law is necessary for any kind of wealth redistribution to work since the temptation for people who are in charge of distributing things will be tempted to hoard it for themselves. This was the case with the communist in Russia. The people at the top basically kept the stuff for themselves even though they were required not to under the socialist state. There own constitution actually said they couldn't yet it did happen which is why the people in power have to have a sense of responsibility towards the rules in place. This is why our own constitution requires a solemn oath to God that you must defend and preserve the constitution and the laws of the United States themselves. It is a pretty serious thing since the people in power can, if they chose to, do anything they want. There isn't much to stop them unless their is some kind of successful revolt. It is a good idea to avoid revolts which is why the people in power must respect the law.

One of the flaws that was apparent in the socialist system was that their wasn't enough to go around and the people in charge manipulated the system for themselves. This is why the wealth literally went to the top and stayed there in communist Russia. The point is is that any kind of socialist economic system must have a strict adherence to the law or people in power will only use their power to do what rich corporations do which is to get as much wealth as possible and they will do it by first taking what you have and keeping it for themselves.
