Yes, I have to agree - in large part, but not completely. What Thune said was a big change from what he was saying before which was "we gave you a clean CR, sign it!" The media was slow to recognize the change, or unwilling to report it. I wouldn't know about it, except for that one interview I happened to watch on Youtube, because I try to watch all such interviews.
Below you offer a better idea than I've seen so far on this board, or from politicians. Let me say that before I drill down on it.

DEM: We want to extend the ACA subsidies for the period of the BBB so that American citizens don't see huge premium increases or lose coverage.

So given those positions you negotiate a deal where for each dollar a state spends on providing non-EMTALA care to illegals, federal dollars are reduced by 1. That means the state will be spending TWICE the cost ($1 State + $1 Federal).
Here we reach the first sticking point.
What do Democrats mean by "illegal aliens?" It isn't what Republicans mean.
Republicans mean anyone who crossed the border illegally or overstayed a visa, or entered with a fraudulent visa. Democrats do not accept the term "illegal alien" at all.* They are adamant that the millions of border jumpers to whom the Biden administration automatically gave assylum or TPS or parole, a ride in-country, and a virtual gift bag full of benefits are NOT "illegal aliens," or even "undocumented." They have "a legal status."
So, who in the world is an illegal alien that would trigger this dollar for dollar reduction?
Also, would not reducing the federal dollars to a state cause hospitals to close and all of the other horrors Democrats are predicting?
Still though, you offer a well thought out idea for something Democrats could ask for, in their quest to give taxfunded benefits to people who entered the country illegally. What would they offer to the Republicans in return?
That's none of his business, knowing the votes will be their is * * ALL * * he needs. As Majority Leader he can of course get a head count of HIS OWN party, but he has no such business making such demands from the other party.
Not in a vacuum, no. But he is offering something and putting the condition on it, which Schumer can take or leave.
And given the way that DEMs were told "Sit down and shut up", "There is a new sherriff in down", "We won, you lost, suck it" and how the DEMs were ignored during passage of the BBB and it being passed by a simply majority under reconsiliation...
Shumer has no reason to trust the GOP and vote now for a clean CR and we'll negotiate later.

So the shutdown will continue. Overall, it hurts and will start to really hurt, Democrats much more than Republicans. In the long run, it may help the Dems though. There are a certain percent of MAGA voters who are low-income and rely on federal benefits. MTG Republicans, I call them.
Those people will be ripe for the Dems to win back, if they drop the woke/DEI/anti-America planks of their platform.
