The IOC determines how many tickets can go on sale to the public and how many go to the Olympic Family, sponsors, Foreign politicians, sports organisation and general hangers on. These days it's more about commercialisation rather than a games for the ordinary people. The empty banks of seats you are seeing are from tickets issued to the Olympic family, sponsors etc. Tickets the locals would dearly love to have got their hands on. Seems you have a short memory. Exactly the same thing happened four years ago at the Beijing Olympics and before that in Athens.
