Actually, it pissed him off that Bush got away with lying us into Iraq and got away with it, but they were charging him with 4 different crimes. I believe the idea is to build a bunker beneath it, since right now its super convenient since there is already a hole there. The ballroom is paid for, but their secretive bunker is not. Thats what the extra funds are for.
