If you read the OP article the $1b can only be used for security components.
Drone-proof roof, blast-proof glass, a bunker under it, probably all kinds of other bomb-proof construction.

Drone proof roof? You know that a roof goes in top of the ballroom, not on top of a bunker.
Blast proof glass? Again, bunkers don't have glass, they're underground, and so have no need for windows.

Those of security upgrades to the ballroom, not the bunker.

And of course if they put all those security upgrades in the east wing. Then they'll have to upgrade the security in the west wing to match, which means another $1 billion for security upgrades to one of the most secure buildings.
