No stupid, the ballroom is privately funded. The 1B is for additional security renovations that he realizes the ballroom would be ideal for and much needed both under and over the ballroom considering that the WH is probably the most important building in the world and as of now, has no actual native security measures built into it to defend against an attack.

Sounds like a prudent idea. I'd be interested to hearing an overview of what they imagine doing there first before I totally just nix the idea outright.
