The problem with congress is that they have to make promises to the voters, to bring back something from Washington. And one man's local program is what another man would call pork.

And it takes a majority approving of each others pork, to get a bill passed.
I understand how backhanded assistance works and have no problem with it, because it helps the economy and society..

It's also what drives pork barrel spending. Like crazy research grants to the local university.

Or subsidies to farmers NOT to grow crops.
Isn't that like paying a car maker not to make cars?
Or paying a bank not to make loans.

I have no problems with the organization they created after the Articles of Confederation failed.

Except they never figured that the legislative branch would approve of the judges from the executive branch, that would propel the executive to near absolute power (immunity)

That their only weapon to get rid of crooks and scoundrels requires the approval, not of independent men, but men with sworn allegiance to a political party.

The decision that the president has immunity from prosecution for acts performed as presidential duties, is really toothless when you think about it. Criminal shit seldom falls under the presidential duties heading, if ever.

This is where you're wrong.
The crime of "abuse of power" being the prime example.
The supreme court effectively made the president immune from that crime.
