It all depends on policy.

For years, companies hired based solely on credentials, diplomas and degrees, then they finally admitted that wasn't working so now they are beginning to hire people based on ability, talent and accomplishments.

Same with these federal agencies. All they have done for years is fill positions according to quotas. Racial quotas, gender quotas, ethnic quotas. All Trump needs to do to turn things around is what he has done all his life: hire based on qualification to get the job done, and not care whether they are black or white, man or woman, straight or LGBTQ.
