The main mission statement in the Grand Jury investigation was to look for ties to Trump and Russia and whether it effected the outcome of the election. There are two other clauses in it that allows Mueller to go after anything else that's uncovered. Which has been responsible for whatever indictments he's come up with.

But you're right: Mueller's investigation hasn't come up with a single shred of evidence substantiating the outlandish claim that Donald Trump "colluded" with Russia, in order to change the outcome of the election. There's not even a shred of evidence that Russia convinced a single person to vote one way or another.

The whole thing is a farcical waste of time and money.
