He's representative of the sort of people that Biden thinks is qualified to be in government.

I'm much reminded of when Bill Clinton said he was going to have “a cabinet that looks like America”, and then filled those appointments with a collection of the worst crooks, crazies, loonies, and incompetents that he could find.
