There might be a nugget of truth in that....I was talking to one of my former Wardens I worked for the other day and he was saying he was glad he retired when he did because VADOC is bleeding young officers going over to ICE. My local PD and SD too.

Can't blame them as experienced officers are starting at near 6-figures.

Basically "experience" means just going through the former agency's academy and a year in service.
